E-construction

Lechner Knowledge Center operates the National Construction Register (OÉNY) in Hungary on the basis of legal authorization.

The National Construction Register (OÉNY) is a central system of online database based IT applications serving construction matters, operated on the IT infrastructure of Lechner Non-profit Ltd.

The applications are available to the public as well as to the construction authorities at lechnerkozpont.hu and www.e-epites.hu. Certain applications require customer identification or registration through „Ügyfélkapu” (Client Gate for e-government service). All the applications are accessible with a single sign-in. Users are assisted in using the applications by our extensive helpdesk service.

Our Applications

ÉTDR

The ÉTDR (Electronic Documentation System Supporting Building Authority Licensing Procedures) serves users from the 1st January 2013. The ÉTDR allows building contractors to submit their building authority permit application and design documentation electronically to the relevant building authority. The construction authorities (first and second instance) and the specialist authorities involved in their procedures are obliged to use the system, and their official decisions are made in a uniform, electronically authenticated form with the help of the ÉTDR.

E-Utility

The aim of the E-Utility System (Unified Electronic Public Utility Registry System) is to manage data of general interest relating to public utilities and linear engineering structures on a unified online platform; to share and provide access to data, and to support public utility consultation. The active data sources of this uniformly regulated online system are organizations operating public utilities as designated by law. This information collection and service provides assistance for construction investments and building implementations, as well as settlement planning, development and operation activities.

E-construction log

Since the 1st October 2013, the construction log has been kept in electronic form using the e-construction log application. Parties involved in the construction work – builders, contractors, subcontractors, technical inspectors, construction engineering inspectors, etc. –record daily entries in their e-construction log. The technical documents of the construction activity are uploaded in the e-construction log, where the participants of the construction work and the inspection bodies can access them, depending on their authorization. There are separate applications for the construction of general structures and special structures (industrial, transport, communications, water, mining, nuclear energy).

E-certification

Since 2013, an E-energy certificate has to be prepared before occupying, selling or renting out a property, which is uploaded and verified by a registered and certified specialist in the E-energy certification application. As part of the authentication, the E-energy certification application assigns a unique identification number to the uploaded certificate and completes it with a uniform cover page. The certification specialist hands over the completed certificate document to its customer. The uploaded certificates are checked by the Hungarian Chamber of Engineers. Unidentified users can only make limited queries from the registry of authentic energy certificates.

Search by land registry references

This service makes it possible to query data registered in various OÉNY applications (databases) in connection to a given property. For an unidentified user, the service only provides basic information, e.g. whether and when the building permit was issued for the property and under what registration number. The identified official user receives a more detailed answer to the same question and can also view the available e-documents.

The application, available without identification or login allows users to search the register of members of the Chamber of Hungarian Architects.

ÉMO (Construction Monitoring System)

The Construction Monitoring System was implemented as a GIS application in 2014. Its construction module makes it possible to query the databases of the Land Office and the databases of the OÉNY applications on a common interface with the help of map display tools. With its help, building authority users gets a clearer, more detailed picture than before about construction-related events that have taken place and are taking place in their area of ​​competence.

 

E-Fine

The building authorities record the details and documents of the construction fines imposed in the e-fine register. The register is used to monitor the finalization of the decision and the payment of the fine, as well as the actions taken to recover the fine.

 

Reports

The building supervisory authorities record their inspection documentations and attachments in a nationally shared register.
