In order to provide electronic support for the diverse structure of urban and spatial planning, Lechner Knowledge Centre created a framework named the Electronic Spatial and Urban Planning Support System (E-TÉR).

The development of E-TÉR is part of the vision for innovative renewal of the construction system. Its goal is to bring together the entire process of creating spatial and urban plans on a central website. It supports digitally the entire process, from planning and negotiation to applicable plans.

The E-TÉR system is supported by the European Union, co-financed by the European Social Fund, under the auspices of the KÖFOP-1.0.0-VEKOP-15-2016-00037 project “Building a 3D-based data infrastructure”.

E-TÉR has three separate modules to help support regional planning. As a primary innovation, the Reconciliation Module serves the official communication of the administrative bodies involved in the coordination of regional plans in social and legal terms. This development makes things easier for those involved, because the consultation between the stakeholders is currently done on CD, on paper, by post or e-mail. In addition, the module allows civil commenting.

The Information Module helps decision-makers and the general public by providing easy access to territorial and municipal regulatory information, and provides a clear overview of the most important requirements for land use on the map application.

The Designer Module helps create plans by providing vector maps of settlement and spatial plans, e.g. the area of settlements, water surfaces, existing and planned forest areas, technical infrastructure networks, as well as a web interface for planning. Furthermore, it provides the ability to upload and download the plans continuously. The platform also solves the delivery of completed and approved sorting plans to the Documentation Centre, provides a kind of electronic library for regional planning, and it even displays plans for neighbouring settlements and counties. The applicable plans are currently available at the municipal and county government offices, in some cases on websites, or they can be accessed from Lechner Knowledge Centre’s Documentation Centre.
